Abstract： According to classic authors, the development level of productive forces in some underdeveloped nations such as China and Russia is low and there are some problems in their developing process. After the consolidation of the Soviet Regime, the highest priority must be given to the development of productive forces. In order to develop productive forces, they must learn Germany＇s state capitalism, that is, the methods which capitalist nations used to manage the economy, ;they must appoint the technical expert from the old society; and they must apply the lend -lease system. All these ideologies are advanced and enriched in contemporary China.  Key words： classic authors ; underdeveloped nations ; productive forces ; contemporary China
